The government exists for the sustenance of the public or common good. Ethics not only help to articulate our evaluation of government performance but also determines the ranking of our evaluations performance,Whether good or bad, opens up the ultimate issue of morality in Government action, policy makers and administrators are severely criticized when it is discovered that they have been guided by individual self interest to the extent of taking pre-judicial actions or actions that they may not be in the spirit of maintaining the public interest.
When policy makers and administrators as a group take actions, which are pre-judicial to the laws and public policies, we have difficulty in assigning blame for such actions. There are many questions like what role public servants should play, and what the duties are to be imposed on them as well as on the Govt. in projecting rights. Should such duties be guided by spiritual exhortations or a code of conduct imposed by the State? If so, what are those values which those people who govern ought to hold to be fundamental? There are all political and moral questions; question is of accompanying obligations for public officials to safe guard the public good. On the part of Govt., it is obligated to provide adequate information about its operations, so that the public, as rational beings, can scrutinize and evaluate those programs, the purpose of public concerns the extent to which the Govt. encourages the growth of a multiplicity of ideals of the good life and the pursuit of happiness.
For a Govt. to be morally correct and effective, our governing institutions must reflect the better of prevailing values, beliefs and heritage. This is what the community expects from those who govern pertaining to the responsible functioning of the representative democracy, and this is moral expectation. Most Indians believe in the fundamental values, as such, fundamental freedoms, human rights, representative democracy, the rule of law, equality and fair treatment of all, respect-to each other’s beliefs/religions and cultural diversity, federalism, secularism and protection of minority rights.
It is important for the world and for people of India that they preserve and enhance these values now and for future generations. Ethical behavior in the public service is considered as a blend of moral qualities and mental attitudes. Moral qualities include not only the willingness to serve the public but also the willingness to behave competently, efficiently, honesty, responsibly and accountably. Govt. is a public trust and public service is a vocation for persons who should know how to behave morally. It is desirable that the conduct of public administrators should be beyond reproach, and that they should perform their duties loyally, efficiently and economically. Adherence to religions norms may be the most critical factor in performance. The recruitment and promotion in the Govt. service should be based on merit alone and that public servants should observe political neutrality in order to render objective service under any political party in power. Behavior emanating from ideals associated with service is the highest calling i.e. possessing and exhibiting such virtues as honesty, impartiality, sincerity and justice.
