Understanding The Core Of Terrorism

In the past five years terrorists attacks were there in UP, Rajasthan, Andhra Pradesh, Maharashtra, and Jammu and Kashmir. These shows the terrorists have not made any exception of any one political party ruled state. However to understand the sense less killing of the terrorists can be better understood if we take in to consideration, some of the recent trends in terrorist activities in South Asia.

Foremost in this context would be the attitude of Nation states like Pakistan which have adopted terrorism and violence as part and parcel of their foreign policy. Even though, this phenomenon is more than a decade old it has under gone some subtle changes to avoid international community’s criticism like for instance Pakistani authorities instead of getting involved directly, they started developing local recruits to perform acts of terrorism and violence on their behalf. Observers of terrorism and violence notice this trend in late 1990s in Jammu and Kashmir.
During the past ten years, Pakistani authorities successes in converting a large number of Indian Muslims to participate in this act of terrorism and violence.

The immediate question that arises is how to neutralize these sleeping cells all over the country. It is a delicate task and should be handled by the political class and security agencies. At another level the question of finance for terrorist’s activities needs to be examining intensely. In the past countries which have followed terrorism as an instrument state craft have diverted their developments funds towards promoting terrorism. According to one commentator the US war on terrorism never addressed to the problem of financing of terrorism.

The arms and ammunition available to terrorists in recent years needs to be addressed on war footing. During the past 50 years South Asia and South East Asia have received large amount of arms and ammunition from the west as a part of cold war politics. These arms and ammunition available with some countries like Pakistan are now being handed over to the terrorist in the name of ideological war fare against the great satin. The major issue now confronting anti- terrorist personnel is how to curb this easy inflow of arms and ammunition to terrorists? The Indian policy makers are baffled at the arms aid being extended by great powers to countries like Pakistan in the name of fighting a war against terrorism.

Over the years the experience has shown that a most of the occasions they were misused. They were either given to terrorist or passed on to anti national elements like jihadis in Central Asia. The Indian policy maker is not able to find an easy way out to this complex situation. In addition the flow of arms and ammunition to rogue elements, it has unable these elements to gain mastery over explosive material. The evolution of indigenous explosive techniques has complicated with terrorist techniques over the years. And the spread of weapons over large part of areas as further complicated the matters for the Indian authorities.
